If you work for — or are retired from — an EU institution or agency, your health cover is the Joint Sickness Insurance Scheme (JSIS / RCAM), not a Belgian mutuelle. Nursing care at home is covered too. Here is how it works, and what I provide so that your claim goes through.
What JSIS reimburses
According to the Paymaster’s Office (PMO) Practical Guide, treatment by medical auxiliaries — which includes nursing care — is reimbursed at:
- 80% of the cost, or
- 100% if you have a recognised serious illness,
on two conditions: the treatment was prescribed by a doctor, and it was carried out by a legally authorised practitioner. I am a registered nurse approved by INAMI/RIZIV.
What your claim needs
- The doctor’s prescription for the nursing care.
- A detailed, receipted invoice showing your full name, the nature of each treatment, the date and fee of each act, and the name and official references of the nurse. My invoices include all of this.
You pay the invoice, then submit your claim through JSIS online or to your Settlements Office, with the invoice and the prescription. The reimbursement is paid into the bank account where your salary or pension is paid.
Extended home care is a different case
Individual nursing acts — injections, dressings, infusions, blood tests — follow the rules above. Care for several hours a day is treated by JSIS as « carer » services: it requires prior authorisation from the Medical Officer, based on a medical report from your doctor, and has its own daily ceilings. If you think you are in this situation, ask your doctor to prepare the report before the care starts.
Family members and other insurance
If a family member is covered primarily by a national scheme (for example a Belgian mutuelle), that scheme pays first and JSIS may top up. For staff of other international organisations or holders of private international insurance, I provide an itemised invoice for your insurer.
